rnI think he or she might be :
rn1. Forgeting that the car's position is in the middle of the road
rn2. He / she has a stomache, so he or she has no time to park the car properly
rn3. He / she think that parking in such condition is their "Rights"
rn4. Their vehicle is small vehicle so putting the car in that way is no problem
rn5. They are going to pay the Parking ticket so they can do anything
