I am not too sure of putting the horizon so close to the center, as it is now you are forcing the viewers to devide their attention into two, to decide which proportion of the image is more interesting. It is fine if you have two very strong sections in the photo, however, I can't say I find texture of the sand interesting, foreground is underexposed. The sky on the other hand is not that dramatic. Perhaps a little Render Light filter in PS could salvage the shot.
